John Mellencamp knew the song existed. And he very much loved the song. He wrote "Authority Song" with "I Fought The Law" in mind. He didn't intend to steal it, as he still made the song his own. I guess a better way to put it is that he was inspired by "I Fought The Law" and wrote "Authority Song" because of it. John Mellencamp said himself that music is basically about hearing pieces you like out of certain songs and making it your own. We are inspired by music and so many songs and we are encouraged to make our own music, which can be influenced by other songs. He did not intend to "rip off" that great classic song. He just found a way to make it his own. And he did a damn well good job at it.
